| Background and purpose: In reality the government policies have not yet touched the lower level community, in particular the community of the coastal area. Even if there is assistance, usually it is not in accordance with local conditions, and even damages the sea habitat. This thinking forms the background for the establishment of the institute on August 16th, 1990. The aim is to join the efforts to realize a community that is aware of civil rights and politics. Area and form of activities: The institute has chosen the living environment and fishery problems as its primary fields of activity. Also the fields of human rights, the informal sector and marine affairs (as support fields). The main forms of activity comprise education and training, community development and assistance, and also advocacy and publications. Program: Since its establishment, WPAP has already undertaken various programs of activity. However, among these programs, the following have been recorded: conservation of the mangrove forests, enhancement of the economy of fishermen’s families through activities of mangrove fishing and assistance in developing a fishermen association. Publication: Publishing the bulletin Kayuh. Funding sources: For financing its activities, the institute obtains funds from several sources, namely aid from domestic non government institutes such as YAPPIKA, DML and WIM, and income from project cooperation with other parties, and from membership fees. Membership and working area: At local regional level, WPAP associates among others with WIM, WPHM and FORHAMSU. At national level, the institute is a member of the national organization ICON. No information has been available on the working area of the institute.
